Migrate Civitia bridging from the OP Bridge to IBC to enable instant transfers between Civitia and Initia L1.
Motivation
The current OP Bridge enforces a ~1-day withdrawal finalization period.
IBC enables instant bridging, which is critical for gaming UX.
